Closes GRM-142.

Bumps devx to 0.38.0 and migrates Gitea API token environment variables:

  • CI_GITEA_API_TOKEN for CI workflows
  • REVIEWER_GITEA_API_TOKEN for auto-approve reviews
  • DEVELOPER_GITEA_API_TOKEN for local grm trigger-workflow

Legacy CI_GITEA_TOKEN remains supported. Workflows, Makefile, cli.py defaults, .env.example, and translations updated.

Closes GRM-142.
