Aligns devx CI with the infra efficiency fixes (OBL-INFRA-613/615/616):

  • docs-only PRs skip heavy validate steps (docs gate + spec + size + merge checks still run)
  • failure-issue step removed from PR CI (issues are for deploy-pipeline failures)
  • post-merge cancel-in-progress: false (protect in-flight release/publish)

Closes DEVX-176
