Three fixes:

  1. Bake promtool into ci-full Dockerfile (was causing CI hangs when downloading from GitHub at runtime)
  2. Add 60s timeout to _download() in install_tools.py
  3. Use -n 8 workers for test-unit (3s vs 4s with auto/16)

All tests pass, 100% coverage.
