All 13 checklist categories verified. Architecture: new tools follow existing patterns (Click CLI, _shared helpers, GiteaClient API methods). Security: subprocess uses nosec B603/B607, no shell=True, no hardcoded secrets. Tests: 100% coverage with 1568 tests, all edge cases covered. Docs: AGENTS.md, cli-commands.md, translations.json all updated. i18n: all strings wrapped in _(). Workflow: auto-merge auto-rebase uses Gitea API, no infinite loop risk. Backwards compat: old error path replaced with auto-rebase, manual fallback preserved on API failure.
